So I tried to think of something more poetic and thematic to explain this one but that doesn't seem to be going to well. So I'm just gonna explain it. Basically in whatever final fight I have in mind with the Sailor Scouts and Sailors Taipanus and Yutara, the latter two pull the usual Heroic Sacrifice that seems to happen a lot in the series to allow Sailor Moon to get to the big bad. During their last embrace their essences kind of mix and through that reincarnation magic or whatever that happens in the universe a baby appeared near them. Basically their daughter. And since Sailor Pluto apparently likes taking kids and moving them through time she takes the child to the Neo-Moon Kindgom to be raised there and become the next generation of Sailor Scout. Which of course she does to honor her mothers and is a rather nice blend of the two.
For whatever reason the name Sailor Starlight came to me so I just went with that. Hopefully that's not taking already. Basically it was just excuse to create something a little more visually dynamic which the Senshi Maker 2.0 made a lot easier. Might have to use that again in the future for...stuff.

Like her design ^_^ Kind of a sad backstory though with her parents long gone.
As for the name; I don't think Sailor Starlight is taken by anyone officially, not individually anyway. There's that trio in the last season that go by the "Starlights" but their individual names are different.
