Getting Ready for Halloween

Browsed one of the seasonal Halloween stores here last night and found this kick ass mirrored mask which is reminiscent of a certain villain's mask from my childhood and while thinking of what I already owned I thought of doing a very obscure version of him for my Halloween costume this year. Just gotta hope I can find the base costume for what I need.

I'm sure it's pretty easy to figure out who I'm actually talking about but anyone have any idea of the specific version of him? One hint, it wasn't in the series you're probably think it was.
