Crank seemed to appear out of nowhere one day. He started of just robbing banks and a few other small hiests to get the attention of Vigilant. It didn't take long for the hero to notice the speedy villain causing such a ruckus and when he cornered the supertheif, Crank revealed his true intentions. Through some rather illegal means, he had aqquired his speed suit and at first used it to do what he had been doing in Apollo City; stealing everything he could.
At first he was ecstatic that he could get away with whatever he wanted and that no one could even come close to catching him. Unfortunately, it quickly lost it luster when he realized there was no thrill without the risk of being caught. Rather than simply give up the suit he instead decided to look for a new challenge.
That's where Vigilant came in. He had heard about the hero's great speed and so decided to challenge him to a race around the city. If Vigilant could catch him then he would turn himself in and peacefully go to jail.
If he lost, however, Vigilant would have to live with the shame of knowing he had been beaten and that there was just one villain out there he couldn't catch. And, of course, he'd rob the city blind.
Not very happy with the idea, but knowing it'd better than trying to fight him and cause undo damge to the city and put people in harm's way, Vigialnt reluctantly agreed to the race. They started at the very edge of the city and would race arond it for five laps and whoever had the most laps was the winner.
Naturally Crank cheated during the race and intentionally ran a course that put the most people in danger, hoping to slow the hero down a bit. At first it seemed to be working but being the resourceful hero he is, Vigilant found away around Crank's traps and tricks and eventually ended up winning the most laps.
Of course Crank was resourceful himself and so he set up one last trick to distract the hero so that he could make a super speedy getaway with the promise of coming back to challenge the hero again and again for as many times as it's still fun for him.

Well that's certainly a sleek looking suit, though since it's made for super-speed I imagine that has to be a requirement to be able to reach the maximum speed possible.
Sounds like Crank's one who likes to live dangerously, wonder if that'll come back around someday to bite him if he's takes something his speed might not be able to handle...
